So 40000 laws comes to about 800 per state (not accounting for some of those which are federal). In the UK 3506 laws passed in 2010 so that's more than the equivalent of 4 US states so not exactly an oppressive number. I'd imagine a number of the "new" laws update existing ones so don't necessarily add to the number of laws in place. Wouldn't be surprised if things like the TX/TN/KS photo ID voting law counts as 3 instead of 1 because it was passed in 3 separate states.

Yes... many of the laws are to repeals old bad laws. The rest are new bad laws that we will pass new laws to repreal later. Or, bonus!!! Rate increases for fines and penalties =P
