The reason they got to be in the top 10% is that they are intelligent enough to know that the cheaper the labor, the higher the profit margin will be. The key word there is WRITTEN. Each piece of legislation ranges from a minimum of three single spaced pages, to over a thousand. (Well over a thousand in fact, in the case of some of them).
