Ah man, when I first heard this song on his album I was enjoying the beat without even listening to it carefully. Then I heard another poem titled the same as this. I found out today that it was a true story, and I felt kind of bad for liking this song.

The officers were undeniably too hasty to assume that he was armed, probably because that particular unit was trained to believe that suspects in their district were most likely armed & dangerous (including rapists, like they suspected he was). It all just comes down to poor training & too much racial profiling.

So it's reasonable to assume that a) they could easily have been LYING that they were cops and b) even though they really were cops, the plain clothes fact may or may not have implied that the situation was not so serious that if he grabbed a wallet from his pocket, it would get him 41 bullets.
