The same dumbasses that decide to live where earthquakes happen, or wild fires, or by Volcanoes, or where tornadoes always happen, or in flood plains. At least you know its coming and can prepare. This place RARELY ever sees water like this. Normally the waves are about 3 ft give or take. This isnt the ocean, its the bay.
