For instance, Margarito is banned in California and Nevada for trying to cheat against Mosley but Arum has enough pull in Texas to get him sanctioned there.
Organizations like WBC and WBA can strip a title for not fighting but Floyd does not hold a title.
Even if a country like the USA banned a fighter, he could fight in Mexico or Zaire or manila if he wanted.

Mayweather knows he have trouble with southpaws just look how Zab Judah landed his punches easily in the early rounds and a matter of fact he knocked Floyd down that was wrongly ruled as a slip. The difference is Pacquiao has the stamina to go 20 rounds where of Zab Judah just simply ran out of gas, same with Shane Mosley. Pac is smarter and awkwarder than both Zab and Shane.

Which means Pacquiao will throw punches landed or not ala-Clottey fight. @FrYLocK41 There is a huge difference between Floyd Mayweather and Joshua Clottey. Clottey was an 8-1 underdog, Floyd will be a 3-1 favorite.
You talk about work rate but it is incredible how quickly Pac's work rate dropped when Marquez countered him effectively. Pac averaged over 100 PPR against Clottey but less than 50 PPR against Marquez.
Pac was reduced to under 30 punches in the later rounds.

Pac cannot pot shot because he lacks the skill and accuracy to do so. Pac needs to throw 5 punches to land 1. That is why Pac gets hit so often, he needs to open up to land so he gets hit.

Manny Pacquiao will go circles on him and create angles with ease, he'll dominate the ring generalship department and Floyd can use the shoulder roll all he wants, he won't be able to counter or duck a thousand punches. I mean shoulder roll isn't even effective on southpaws, I give Floyd credit for adjusting against Zab but Pacquiao is a different story.

If Pac is disappointed in anyone it should be Roach and Arum.
Bob Arum wants to milk Pac for as long as possible. he knows if Pac fights Floyd it will be Pac's last fight win or lose.
So he is putting Floyd off as long as possible so he can parade pac 2 or 3 more times against weak Mexicans.

Arum said last month "we will not negotiate in the press" and since then it has been nothing but Arum in the press. It is a typical Arum circus.
he has had pac fan emotions on a roller coaster, up and down, hw now has you believing pac would actually be justified in avoiding Floyd again.
All Arum, Floyd has not said a word.

I pity Manny Pacquaio because i think he wants one last big payday so he can retire. But Arum won't let him. Sooner or later one of these cherrypicks is going to backfire.

Arum issued a bogus challenged to the media knowing all the while that Floyd cannot possibly answer. If Rogers trial was in July the deadline would have been June and so on.
This was designed to get pac fans all upset so when Arum signed the ridiculous cherrypick Pac/Margarito, which he has planned all along and has said so many times, you would all accept it.
