Its called a back track, to keep up with the tempo, and to make it sound better. You put that on and play over the the drum beat. He wasn't strumming because he was bending and useing hammer-ons/pull-offs. Oh and you are a complete dumb ass.

This sound effect was created by using a unique picking technique on the guitar, right where the strings meet the bridge. He now uses a real toy raygun that produces the sound effect, equipped with a pitch bender and a repeat changer

Actually you would be referring to Steve Stevens, his guitarist. You should check out his other stuff like Steve Stevens Atomic Playboys or some stuff he did with Michael Jackson...he uses that effect a lot.
If it's worth anything, James Iha from the Smashing Pumpkins does actually put a toy gun next to his guitar pickups in 'Silverfuck' on the Vieuphoria DVD. I don't know if it's actually the interference as mentioned above, or if he is using a delay pedal and just holding the toy gun for show.
