Actually yes he could've the only reason he didn't was because he got too cocky. Truth be told all he had to do was finish Chong Li off and he would've won. So Chong Li isn't so much "The Complete Package" Frank Dux was period! If you actually do your reseach about the movie you will find Ray Jackson along with Frank Dux actually invented very succesful fighting styles. Though Frank Dux way of fighting was way more successful than Ray Jackson's for obvious reasons!

I know a guy who is a second degree blackbelt in Nei Sei ( my spelling could be wrong)Karate who met up with a new guy , white belt, who broke his ribs. The guy was a big guy and took my friend out. No real expert in Karate or any Martial art would say what you've said.
