i assume this PC has liquid cooling on it. How does that work? you need to fill it with water or is it a perminate thing that you dont need to worry about?

There are tubes inside the computer that are filled with water. It should not leak. And i think Water cooling is a thing of the past. Mineral Cooling is the best. Its doesn't conduct electricity so u can dip ur whole computer in it!

The computer is loud if you turn it on, but after that it's kind of quiet for me at least. About the over clock, not sure. If it is possible, I wouldn't mind.

i still haven't over clocked it but yeah the turning on noise is just normal its just all the fans and stuff testing to make sure your system components are working its nothing bad its a good thing it does that cause it will tell you if something is failing.
