The car driver should have been more aware. However, as stated by others, he had no legal obligation to stop because, a)he did not have a foot on the crossing and b) he was not a pedestrian but a dismounted cyclist. I think you are mixing up your zebra and toucan crossings.
What are you laughing at? That cyclist is using a zebra crossing which is illegal. He also shoved his front wheel into the road before checking it was safe to cross. Cars are obliged to stop at crossings but it isn't the law to do so. I assume you're laughing at another fuckwit cyclist.
The guy waiting to cross edged his bike out and the Punto slammed on in panic. The guy in the car should of thought 'right Zebra, check if anyone is waiting to cross' and then slowed.

Looking at this, it would appear that the pedestrian pushed the bike onto the crossing without waiting. If that had been a heavy vehicle, that could have been a lot worse.
Not so much. If they have set foot (or front wheel) onto the carriageway, then you must give way. If they are still on the pavement you are under no legal obligation to stop.
I'm impressed to see that the cyclist-turned-pedestrian follows established practises (law?), something which is unfortunately uncommon in the United States.

if anyone is standing at the edge of the crossing you must stop your vehicle before the crossing and allow them to pass.
