When a cop handcuffs someone, they take full responsibility for everything that happens to that person, no matter if they are irrational, drunk, no matter what their state of mind. If they are not prepared to handle that, then they shouldn't be a cop.

The racoon eyes are common from a broken nose or trauma to the bridge of the nose. Anyone who has seen people come out of cosmetic surgery knows that. There is equal discoloration indicating a central point of impact (nose) as opposed to evidence that she was struck in both eyes.
No beating. She was injured by being taken down to a prone position and likely hitting the bridge of her nose and lower facial area.
