Well, thumanity wasn't in a full-blown war with the bugs at that time. During training, it was still assumed that their main enemies would be humanoid, and armed and trained in a manner similar to Terran standards. As a result, they didn't prepare for fighting bugs 'till later.

Also, one l'il bit of trivia: in the book, the "bugs" actually DO have beam weapons, starships, and other bits of advanced technology, on par with our own, really.
