it's becouse in first 2-3 meters water is low and you can walk trough it and after that all of a sudden water is deep enough to swim!

the shore is the part of the beach/sloap that is underwater.

the water that is on the edge of the shore is the tide.

hence the bottom of the barrels are underwater...

@MegaPrwarrior If you sell one of them, then you'll never get the full Seusenhofer armor, as you need both, and there are only two in the entire game. Thus you'll have two choices: do without the armor or start over. No other way.
