It's not a simple 'the driver did it, his fault, end of' story. Child dies and there's an enquiry. Yes, he may have been driving too fast, but if witnesses say that the child was not supervised then the parents are also to blame for the simple reason of not looking after their child. The fact remains that the child was not supervised when playing near a road, generally; that's bad parenting.
