There was going to be a map pack 4, which was infact going to be Kino Der Toten, but they moved that to Black Ops instead.

Why? It was because the release date of Kino Der Toten was too close to the release date of Modern Warfare 2, and they didn't want to distract people from it.

Notice how Kino Der Toten is different from the other Black Ops Maps? It is the only one with dogs, the original teleporters from Der Riese and the original characters.
