Instead of bottles how about using the used Tube Light glass tubes, after cleaning the phosphor of course. Of course, you will have to wear a nose mask to prevent inhaling some toxic mercury based compounds in it. But once cleaned it could be a nice and realistic photobioreactor for Algae.
Also since the air bubbler uses electricity how would you justify a net energy creation?

It is being fed with CO2, and the large water container is something to do with cooling yes? So it is perhaps getting CO2 emissions from a combustion source (ie: some engine exhaust, perhaps a generator) then cooling that exhaust and feeding it to the algae.
I think i heard you mention CO2 percentage, what was that?
