I have to disagree a little with your Walmart stuff. My husband works for Walmart as a loss prevention manager, and they don't do any kinds of backgrounds checks on people who pay with credit cards. Yes, child abuse is obviously something they are told to look for, but it is obvious abuse, not just scolding a misbehaving child. Hitting a child in public is never a smart idea for any parent to do, regardless of where you are. Maybe some Walmarts around the country have systems like that, not here

I know the Walmart in my city is lucky to have camera's where they need it. And the only time backgrounds are looked into, is when someone is caught stealing, not just the average shopper. Each Walmart store is like their own little island. They all follow general company policies, but many things are left up to the Managers. Thus, if some Walmarts around the country are tracking general shoppers, running background checks on CC using customers who have not committed shop lifting...

...then that is something the individual managers are allowing, or want. It is not something that is full Walmart company policy. States and cities do have some influence over Walmart sometimes. The city or the state that the Walmart is in, is probably persuading the managers to run background checks if that is happening.
