Use Harriers chopper gunner nuke I have gotten 14 nukes altogether fairly easy when you get used to it lol use a gun like a ACR Silenced with scavenger pro stopping power pro and commando pro :) hope I helped lol

If every person (most people) in even one city spoke out to the government, it would influence other citys untill entire states were in protest.
