you have to be an elite to power-drain jump, but you can use a radar jammer to jump like that as a spartan. that sucks for me cause i hate elites.

oh and you have to be looking straight down, and press X and A at pretty much the same time. hope i helped!

I guess its true you can only e-jump with POWER DRAINERS as an elite, but you can radar e-jump as a spartan, which is also less dangerous and less recharge time if you phail. However, PD-ing might let you jump higher, idk.
