No, it's Philip Pope - who does a great deal of music for television today. Not that he wasn't doing the music at the time, but he was also a performer in the 80's/early 90's, doing spots on 'Who Dares Wins' and 'KYTV'.
A fascinating collection of adverts there. I had no idea Stephen Fry and Hugh Laurie has advertised tobacco. Also the British Rail InterCity 125 advert is a little gem.
The phrase "Maintenance Shop" comes up in the Guardian's listings for 21 Jan (note that I haven't actually been able to read them, but you can still use the search engine anyway) but not for any other day that week. So I think we can reasonably assume it's the 21st.
Annie St John left HTV in 1983 to work for Tyne Tees. She returned to HTV in 1987

Poor Annie, what some thought was eccentricity and spontaneity was her mental disintegration. She is missed and so is HTV. ITV destroyed regional TV.

Indeed... but she came back to HTV.
As a kid I always found her really irritating, like an auntie trying too hard to be your friend.
Now I really appreciate her style.
