This is some MUSICAL FESTIVAL in PONT a MOUSSON in FRANCE. You can see the emblem behind him. This video is posted on 2007, so this festival happened either in 2007 or earlier. The starting point is: Find all the musical festivals in that city BEFORE 2008 and look at the singers list from Ukraine (Russia, Belarus too, who knows).

If there is an any french people, please call the administration of the city and asked them about that festivals. We can find that boy even if he's now 17-19.

A) I said he was good for his age, the reason he can sing so high, is because he didn't hit puberty back then.
