It would take approximately 5 years for a manned missions to Mars from Earth to Mars and Back. That includes staying there for a few weeks to conduct experiments and set up instruments.
The main thing with going to Mars is it's extremely difficult to land something on Mars, as well as the unpredictable weather on Mars. The atmosphere is much thinner than Earth's and it's easier to burn up on entry when trying to land something the size of a house on the planet that can carry Astronauts.

Right now we don't have the technology, it would take months just to make it to mars, and you know how much further neptune is?
You also have to think about the trip back
