Yes, in the begaining they did because the bloody chinese were dirty and stupid at the time. So the british had to teach them. As the years came they ran themselves the chinese with the british watching over.

@britainmal Every law enforcement Commissioner, from the Police and Customs to the ICAC, right the way throughout Colonial occupation (1841-1997) were all British, as were the heads of the Security Department and the Governor and Adjutant of Hong Kong. So, given this information, how could they have controlled lw enforcement in HK.
The first HK Police officers were British Royal Marines but, they also had Chinese members.

@britainmal There is a book called "Watching Over Hong Kong" written by a British lady, on behalf of the ROYAL Asiatic Society (Of which one of the British Royals is Patron), which stated that the creation of the "District Watch Force" was due to a desire of the Chinese wanting to handle their own affairs and, the British endorsed this because they wanted to distance themselves from the local Chinese community as much as feasibly possible. This is tantamount to segregation.

@britainmal So, let's hypothetically say that you are right, does that mean because the British wanted them to manage their own affairs that British influence never really touched the Chinese and so therefor, Hong Kong's success is not down to solely the British. Also, the apparent British cultural influence on the Chinese must have never existed if the Chinese ran their own affairs!
Read the book, it clearly states a degree of prejudice existed in the creation of the District Watch Force.

@britainmal Actually, he was the head Magistrate in Guangdong at the time immediately before the Opium Wars had begun. He burned the opium on imperial edict, because the Government knew the harm that this drug could do. It could be seen, plain as day, on China's streets.
Anyway, this shows that Qing law at the time was not all just talk, this is an example of enforcement. Although, I do agree with you that largely the Qing were corrupt.

Which laws in HK were enacted by the local Chinese during these times? I would love to know exactly which ones they were! Come on, "educate me". Yeah, Hong Kong was acquired legally, I never disputed that, what I said was that the UK Govt acquired it in an immoral manner!

@britainmal Private companies under a British Royal Charter which was further endorsed by the creation of the "British Opium Department". The British East India Company had presidencies in India since the BEIC was given a Royal Charter to operate in 1600. This was long before the international opium trade took off with any great significance! If you are going to blame the Indians, are you going to go even further and blame the Greeks for discovering opium's narcotic value?

@britainmal Wrong! The Democratic Party was started as an amalgamation of already exisiting parties in 1994. Even the Democratic Party supported a return to Chinese rule and they are the highest advocates of their variety of democracy in Hong Kong.

@britainmal Actually, if you check the Democratic Party website, it gives a detailed account of their current and past aims and policies. Eventual return to Chinese sovereignty was one of them (This was before 1997)! So unless the Democratic Party are now being run by Beijing and writing their website for them, I suggest you look at their past policies.

Chris Patten was a member of the British Conservative Party, not a member of Hong Kong's Democratic Party.
Check the Democratic Party website, it clearly shows in black and white as to what their aims were from their establishment up until now. So, until you check it, you can not accurately comment on it. From the outset they supported restoration of Chinese sovereignty over HK.
P.S, Chris Patten was at Oxford not "bloody" Cambridge! LOL!

@britainmal Of course, why should Non-Chinese people get Chinese jobs? Chinese should come first in their own land! If there is a job in which it is impossible to fill with local people, then foreigners should be recruited in that position based on merit.
There has always been racism in Hong Kong, always, if not by the established institutions then by people from all groups in Hong Kong, Chinese, British and Indians included.

The UK legally took over Hong Kong. In fact Hong Kong island and Kowloon were cede over to the British forever. The New Territories were given to Britain for 99 years. Since the British Government could not sustain HKI and KLN without the NT (Hence their justification for the 99 year lease), HKI and KLN were unofficially put on a de facto lease, as everyone knew HKI and KLN could not be sustianed beyond that 99 year lease.
