The other one looks like a combo finisher. The opponent has to be at a weird range (like All Green) but if they are in the area their seems no way for them to avoid getting hit by it.

I think the laugh is part of his stance special when he enters the stance. You can hear the first part of his laugh at 0:44 as well before he catches him. My guess was Kaqn was getting a little frustated, he ate a lot of counters on wake-up and dropped some combos (3C > 3C wiff at 1:26, and 2B >5C> high-jump backwards at 2:29, probably from botching the Hell Fang input.)
