Iran's negative image over nuclear issues would not have happened if they had contracted Russia to handle the entire nuclear fuel cycle from start to finish. All Iran needs to do is operate the nuclear electric plants. Iran has every right to be a sovereign nation but, this nuclear issue isn't going to help Iran's cause.
For right now, let Russia supply and dispose of the nuclear fuel and the bad press will go away.

It would seem the natural thing for Iran to do would be to extract, refine, and deliver finished petroleum products entirely within its domestic industry. Nuclear power plants require getting the fuel rods and other systems from foreign nations that are vulnerable to political interference from the U.S.
All the money and time wasted on nuclear adventures could have made Iran energy independent via its own oil.
