@BlueJay1334 Could be one of two reasons:

1. The elevator shaft was badly damaged in addition to the elevator being destroyed, so there was no way for them to get the elevator functional again because of the shaft being damaged.

2. The landlord is cheap and doesn't want to front the bill for the repairs.
