I agree with purrlstar, quite few animators that do animations for fun on YT do not do lip syncs out of pure laziness or inability to.

This was great to watch because I myself am animating a 49 frame lip sync X3

I know how hard it is to animate lyp-sync, and that looks really good ^^

I've done sooo many lip-syncing tests over the years, and I'm never happy with any of them. but alteast there are afew animators that actually /do/ lip-sync I don't like watching thingsthat just have two frames for talking (besides anime, but it still gets annoying after a while x3)
