Sure... the pressure cloud above the water is composed of a bunch of molecules bouncing around. So basically, they are also exerting a pressure on top of the water. Since boiling is when the vapor pressure exceeds the pressure above it, the pressure club makes it very hard for the water to attain that necessary vapor pressure to boil.
