I think the ape's got an age advantage the cub looks younger than the ape, it's got better motor skills and confidence and the cub is probably holding back somewhat to avoid hurting it. They're only playing after all.

@bluepeas510 safari parks are different from zoo's in that they generally have more space to roam(although it varies), not simply a cafe, by the look of it they're IN the cafe but that doesn't mean it's the only part of the park, just that it's likely to be neutral territory neither animal considers "theirs". The collar is restricting movement mildly but not actually hurting and likely to be more adjustable as the cub grows than a harness.

This is NOT MY HOUSE nor is it ANYONE ELSE'S HOUSE. It is basically like a ZOO, they take care of the babies before moving them to their own home when they are old enough to safely live on their own.
I'm sure the Tiger is chained for a reason? We don't even know the story behind this. It's obviously a public setting and a baby monkey might be more manageable than a baby tiger who would probably be harder to catch and more likely to cause more damage than a monkey if it were to loose.
