If it is shallow waters and it DOES have nuclear weapons or any sort of delivery system, it could be retreived at a later time and still fall into the wrong hands, it's doubtful that the sinking of the vessel it's self would cause a nuclear explosion though and if it did the north korean government should be held responsible
