You know it's interesting because up until the Nixon Administration, the Israeli-American relationship was a tenuous one. The US didn't really want to ruffle the feathers of the Arabs (for oil) so we did not really fund Israel. In addition, we were concerned because there were so many Russians Jews who could turn Israel into a Socialist state. However after the Yom Kippur War, the US gained respect for Israel and that's when funding began.
