Not quite.

If it wasn't for Sozin, Aang never would've run away in the first place, so none of the story ever would've happened. Sokka and Katara would still just be a couple of normal kids from the South Pole, Toph would still never exist to the outside world, and Aang would be dead. Zuko would still be banished, but he would be looking for a Water or Earthbender, so he'd be up North, or wandering the Earth Kingdom.

Everything is Fire Lord Sozin's fault.
