That's the trick, you simply have to get them when they roar, then anytime, any level, you can kill them with one hit by shotgun. It doesn't work if they don't roar.

Its actually been confirmed that a very close shotgun blast to any zombie will blow off the part you shot at, if the head, insta-kills any zombie, even Floaters and rams

technically yes 1 pull to the trigger kills it but when a shotgun bullet shots it spread out aleast 5 bullet from 1 shell so adding up the damage kills it so if you think with your eyes or simplely you would think it one shot when it actually 5 or more shots

This is actualy pretty common, all u need is a shotgun, get close, and score a critical strike when you target the head. I've had it with butchers quite some times.

@tyronefenton actually it was five. you could clearly see it said critical hit 5 time, thus meaning 5 hits. one hit = one critical shot. 5 critical hits = 5 hits. took one bullet, but that bullet hit 5 times. Shotgun slugs explode and that creates a spread shot. so 5 hits were there
