Actually not at all. It is very useful for her because it allows her to turn around her U-tilt quickly which allows her to double the range of it on one side quickly as well as if she uses it before using a bair, she gets insane momentum which really helps her.

Oh I did not know that. Although Jigglypuff has a bad walk, its better than her regular walk so it helps her out a fair amount.
