Actually,Stefan did it so Damon wouldn't die & then he won't be alone but with his brother... Cause if damon didn't drink human blood..he would be dead now.

Basicallyyyyy...  Stefan forced Damon to drink human blood to complete the transition. And once he did he said 'i will make eternity a misery for you' to Stefan. Stefan now feels guilty for drinking his dads blood and forcing upon Damon to do so because Stefan was once the ripper except worse than Damon, and now Damon is the evil vamp. So Stefan feels bad for Damon because Damon really didn't want to be a vamp cuz he thought Katherine was dead so there was no point in living. :)
