Salvation is having the witness of the DEATH, BURIAL, and RESURRECTION of hte Lord Jesus in one's life: which is manifest in repentance, baptism in the NAME of Hesus, and receiveing the Holy Spirit.
Rom. 10:8-10 speaks to those who are ALREADY saved! Paul is reminding them of the word of faith that they heard: how it is near them, in their mouth and in their heart.
