By fleeing, one is not willing to do what the government demands.
Jesus says that when the "Abomination of desolation" comes, we must "flee to the mountains" (Matt. 24)
Rev. 18:4 tells us to come out of Babylon or the "end times" system of Antichirst.
Matt. 24:22-23 talks of those persecuted in one place to flee to another. The early Church did it and the "end
times" Church will also do it.
Sometimes compliance to God's Word means rebellion to the gov't.

Many get caught up in the health, wealth, and prosperity doctrine.

They are definitely in agreement with Luke 21:23 and other Scripture on the "end times".
You bring up a good point that we should not fear.
We need to be "sold out" for Christ, and prepare physically and spiritually for what is ahead.
Our hope is in Him and our power is in the Holy Spirit.
