no, ive seen this before, its a mixture of rain water and pressured cold air, which means winter is coming, there was a circle at night in the sky of austin texas. and that circle was spinning like crazy.

This is the only video I've seen of the loop actually forming.
It was a Boeing test flight. The Oregonian newspaper (and the local newspaper) talked about it the next day.
