I've heard of Jared's book and would love to read it. In my opinion, if geography was such a prime determinant of such, then the occupants of the fertile crescent would be top dog right now. Technology isn't neutral. It has to be produced, invented, and most importantly, there must be a demand preceded by PURPOSE. Why were Europeans so successful in conquest? I think it's safe to assume this. Because Europe industrialised quicker than the rest of the globe, it had the advantage in terms of trade and military equipment. If africa had these same advantages, it would have expanded in around the same way, especially if they had experienced the scientific boom bought by the Enlightenment. As such, the Enlightenment remained in Europe.
To save they haven't done so is not to say they wouldn't...

Technology isn't neutral. It has to be produced, invented, and most importantly, there must be a demand preceded by PURPOSE. Why were Europeans so successful in conquest? Because they had a need for murder, for theft, and domination. That's why they built ships, that's why they built better guns. That's why they exploited and deceived. That's why there are nukes, that's why the majority of planes are used for carrying bombs instead of people.

I don't think smallpox in a blanket counts as biotech, LOL. Very little of the technology used for colonization and conquest was originally invented for peaceful purposes. They could have easily used the inputs to create technology geared toward trade instead of conquest. The positive feedback mechanism was that colonization resulted in greater resources, and greater resources allowed for more colonization

Britain usually established a Governor who would oversee councils of native chiefs, who in turn would govern their own areas of the country for Britain. No, I said that Britain in many of her colonies allowed the Natives a degree of autonomy. This is self governance, and so is better than outright colonial domination, like the French model.
Given a certain set of circumstances, the situation could have been entirely reversed i.e. African nations colonising Europe, the Americas and elsewhere.
