The Hartley V8 was only installed in one Atom and much of that engine is built on the Suzuki Hayabusa engine, which is JAPANESE. The Hartley engine is also just a copy of the British Powertec RST-V8, which is quite a bit more powerful. The Powertec engine can make up to 450 hp, naturally aspirated.

I believe for a car like this they should give the buyers a ton of options including the choice of engine.

For the same power, Euro and Jap cars are sport cars, no one care about MPG.
My friend have STi WRX and gets 18 mpg city/ 28 mpg highway (6th gear).
My ex- old light-weighted NA Supra gets 19 city / 25-26 highway (16 years old).
EVO gets 17mpg in 320bhp and 15MPG at 405bhp version. American 405hp V8 gets about 12-14 best in city.
Fastest in straight line, yes, but at track nope, sorry again.
This engine from Honda CTR in Ariel gets better MPG than LT1 or LS1 same power.
