There is a cheat to get infinite wishes with the genie. When you use your three wishes and the genie is about to leave, pause and go into buy mode. Press CTRL SHIFT and 'C' to bring up the cheat bar. Then type Moveobjects on. Select and delete the genie. Your sim can then rub the lamp and get three more wishes. You can do this as many times as you want. Just that it was kind of interesting. '3'

Its a matter of chance. Your simns have to have high enthusiasm about a hobby or high lifetime aspiration. Eventually a gyspy will come give you a genie. I've been playing my sim for a month and I just got the lamp yesterday.
