Hi, Kathy! Thanks for the question. We checked some of our projects that we have used Perfect Pearls on and we haven't had a problem with it rubbing off. The trick is to use the brush with the short and think bristles to brush off the excess after you apply it.
That said. . .if I do rub my finger over the area where I applied it, a VERY small amount will rub off, but not enough to be a problem.

Cute! Do you have to worry about the perfect pearls coming off? Seems like I heard somewhere you had to "set it" with water. Thanks!
