You shouldn't see the surface water swirling slowly like that- it ought to be in constant motion to allow free oxygen to mix with and dissolve into the water.
God that tank needs way more water flow I have a battery powered power head if the power goes out that gives out way more flow than what your tank is getting if it is still a live
The clown (ocellaris?) is either starving of oxygen or suffering from gas bubble problems where small O2 bubbles (e.g. from the air pump you're using on the left of the tank) get lodged in the gills. You should never have O2 bubbles in a marine tank, just powerheads to move the water about and some surface agitation to maximise oxygen exchange. Oxygen bubbles can be lethal to marine fish.
Man, you need to read a how to book on marine tanks before setting one up. You don't see know the basics. That fish as said is starved of 02, and the shrimp isn't attacking it, it's just trying to clean it.

This is actually beneficial for both the shrimp and fish. The fish gets cleaned of parasites or dead scales and the shrimp gets a snack! This is totally natural and I hope it continues! I love watching it! Sometimes the fish will even open up their gills for the shrimp to get in and clean!!
Do scarlet cleaners need live rock to live?..or can you put them in a fish only tank? I heard you have to give them iodine supplements as well to help them grow, will that effect the water parameters?

The tank has nowhere NEAR enough flow and the clownfish shows it. A lot more flow= a lot more gas exchange= fish that acts normal instead of sick.

He's not attacking your clown, the cleaner wouldn't be able to take the clown down anyways...he doesn't have the "tools" for the trade.

He's cleaning it. that's why they're called "cleaner shrimp". A lot of fish instinctually let them do it too. that is ONE beautiful clown BTW!
