Easy. It tends to slide downward on the leg that is caught - so instead of getting hip/back of knee, you get knee/back of ankle. As the opponent fights that, his knee gets hyperextended.

Personally, I would probably go for groin strikes, follow with a takedown and preferably choke them out. But if I had to do a submission hold, it would go all the way.

And by the way I don't have brown belt in SAMBO I have brown belt in hand-to-hand fighting which is almost the same as COMBAT Sambo. This is mixed fighting. I switched to pure grappling only 1.5 years ago.

No, it is illegal because there is a high risk of knee injury in the same way the heel hook is banned in bjj (as well as sambo AFAIK). Even attempting such a technique should render an immediate DQ.
In the ground phase, which is considered the secondary phase of combat, the opponents try to pin each other, or to get the opponent to submit either by using armlocks (leglocks are not allowed due to safety regulations) or by chokes and strangulations. (from Wikipedia)
So, maybe you can do them in freestyle modifications of Judo but not in Olympiad or other high level competitions.
oooh, that must be it, Olympic rules are a bit different from the rules we use in my dojo. come to think of it whenever our sensei teaches us something he usually tells us where we can and cannot use it, lol.
the actual take down is from judo. the submission is just a standard ankle lock, the same exact style and execution you'd learn in judo, BJJ, sambo, or even greco-roman wrestling.

Besides, this is a scissor sweep into an ankle lock, not into a heel hook like Chonan. Just different things.

Actually, I can explain the situation with rules. Here in Canada there is no federation of BJJ and every organizer is creating his rules.
By the rules of BJJ (Brazilian BJJ federation) leglocks are not allowed till blue belt level. In blue belt division straight leglocks are allowed.
About takedowns. I think that any takedown is allowed in any belt division. To my mind scissors takedown is Ok if it doesn't injure the knee.
