The CO2 has to be released manually and it can only be done once all crew members have been evacuated. While it usually saves the ship from sinking and the fire from spreading, there is enough time for the fire to do serious damage.
The ship has six main engines, but the fire damaged the switchboard. I call it bad design.
As far as I know, US Navy is more than willing to offer assistance just like nearly any other navy in the world. They wouldn't be very popular if they didn't help.

Then for fun... shut down the cruise line with and EMP (Electro magnetic Pulse). Then when the NAVY tug showed up it shut it down as well. impalapez is on the same page.

1. There are CO2 fire control systems in the engine room.
2. There are usually 4 engines in a ship this size.
