Before I took on the Gyms in Soul Silver, I took care of a few things I wanted to do in Kanto such as get a Pikachu. Get access to Pal Park (only in HG/SS) And get the Magnet Pass.
For the record in crystal(unlike the original silver and gold)and Soul silver and Heart gold Surge's raichu does have surf, he nailed my onix hardcore.

I have to say I DO NOT like what they did to the Kanto music in this game. Seriously, it was just fine in Red, Blue and Yellow!
