The FCC will make measurements to ensure that your product does not emit too much radiation to make sure that it does not interfere with other devices.
All house and overhead wiring produces AC magnetic fields at 60 Hz. Note that in a power cord the two wires produce fields that more or less cancel each other out, but not completely. So the tin plate and your body is an antenna. That's why you hear a 60 Hz buzz when you touch an audio amplifier input with your finger.
That is a very loooonnng story. I suggest that you go to my channel and take a look or better yet go to the original inventor's (Imhotep) spot and see. It is just a modified compact flourscent light that is illuminated in a different way and recovers some of the energy that it uses.
