go to the options and set to dedicated internet, you cannot play on the same client when doing this and you have to have 15 different ports opened/forwarded if you have a router to let other ppl connect.
What i do is I have about 3 installations on my computer so I can do dedicated hosting with one and then open another game to connect to it.
(when hosting dedicated internet server you will have a console to enter commands into)
For a decent server you will want the best upload speed you can get, if its to low the server will lag horribly... minimum you should have is ablout 500-750kps, anything over 1 mb should be good as long as your not torrenting/downloading stuff at the same time.
