Looks like either Miss Fortune got healed when you tried to finish her off or she had some kinda shield effect going on there.
I try to lure the people on the other team when their at such low health. If they start chasing me trying to finish me off I just cast Janna's tornado spell a few feet in front of me & it deals a lot of damage if charged enough. It works every time!
