The hit did appear to be excessive considering the suspect/victim had stopped running right before the officer hit him. I personally think the officers were completely justified taking him down considering the suspect/victim was identified (correctly or not) AND he RAN, but I agree it could have been done with less force. I sincerely hope this person recovers/recovered fully from this tragedy.
