i also had the same prob, and it turned out to be my video card. it was damaged and for some reason made the fan act crazy. when i replaced it with my old video card everything was back to normal. if this happens to you try analyzing your video card for any damage.

Had the same problem up until recently with my 8400, luckily I had a dell extended warranty so they sent out a techie to take a look. It was a ram problem, there are 2 modules in this model, he took out the bad one and got them to send me a replacement for me to install myself.
Take out one of the ram and try starting up, if that doesn't work, replace the ram and remove the other one and try again.
I had a similar problem with my 8400. Then it got to the point where the heatsink fan wouldn't work. There was a bad wire since I could finagle with the wire to get the fan to work. It got to the point where the computer was barely limping along at times. I called Dell and they sent a technician to replace the heatsink fan. The motherboard, power supply and the heatsink were also replaced. Now the computer works fine.

You're probably burning all the hardware in there from the over voltage i think. My psu burned a pin on the motherboard before the comp wouldn't boot. Before that, I had this noise, but only when I'd turn off comp after a bsod.

Yeah, mine does it. It worked for me just to open the case and clean everything out. I've heard that if you pop the Ram out and back in it works too, but I haven't tried that one.

He's right. My Dimension 9200 barely reached 40° Celsius with Core 2 Duo on full load (coding a movie for iPod) last summer, at idle it stays at room temperature. You have to keep air inlet and outlet clean though.
